TOWN OF OSCEOLA- Some summertime fun turned to tragedy for a Fond du Lac County foster family on Sunday, May 27 after a 16-year-old boy drowned in Long Lake. Rescue workers found the boy in 22-feet of water a little over an hour after family called 9-1-1.

Sivad D. Monroe, 16, of the township was reported missing in the waters of Long Lake after his foster family told authorities that he jumped off their boat into the water and did not resurface. The foster family and a friend of Monroe’s was boating approximately 80-yards west of the east shoreline, west of Beach Avenue in what is locally known as Chinatown.

A town of Osceola Water Patrol officer working in a boat on the lake immediately responded to the scene. The Fond du Lac County Sheriffs Department’s Dive Team also responded with the Campbellsport Fire Department and EMS and a City of Fond du Lac ambulance. The Wisconsin Department of Natural Resources rangers and wardens responded to the lake with a boat to assist the aforementioned agencies.

Campbellsport Fire Department requested mutual aid from the Washington County Dive Team, who dispatched their multi-agency dive team to the lake as well. Flight for Life Helicopter, responded and conducted an aerial search.

At 5:43 p.m. a rescue diver located the victim not far from where he jumped from the boat. The boy was pulse less and not breathing. Medical personnel attempted to resuscitate him, he was transported to St. Agnes Hospital in Fond du Lac, but resuscitation efforts were unsuccessful.

According to Fond du Lac County Sheriffs Department Sergeant Ryan Waldschmidt, the victim did not know how to swim and was not wearing a life preserver. The foster parents stated Monroe wanted to jump into the water to see how cold it was, but immediately after jumping in they could see he was in distress and could not stay afloat. They threw him a flotation device, but he was unable to swim to the surface to grab a hold of it.

The Fond du Lac County Sheriffs Office is continuing its investigation into the incident.
