Heiser accepts offer to become new Village Administrator

5/19/08 KEWASKUM-Village trustees voted Monday, May 19, to offer a contract to former Village President Matt Heiser to replace Village Administrator Jay Shambeau who will leave the village after two years. Heiser will officially assume his responsibilities as Village Administrator on Monday, June 23.

Village trustees met in closed session on Monday, May 12 to interview Heiser. From that meeting they came to the consensus to offer the position to Heiser. “The Village Board appointed Matt as Village Administrator without undertaking a search for other candidates believing he has demonstrated qualifications to be the Village Administrator based on his education and experience and his years of service to the Village. After extensive deliberations and an interview, the Village Board determined there was no need to look elsewhere in light of the fact it already had an individual in Matt who possessed all of the qualifications the Village desired,” stated Shambeau.

Heiser will receive two weeks of vacation upon starting. Village President Andy Pesch thought because the Heisers visit family overseas, he should have an additional week after 6 months of employment. Fellow board members agreed.

Heiser will not receive the $60 monthly vehicle allowance that Shambeau received because the village has a company vehicle in that of a former police squad. However if that vehicle is not available, Heiser would be compensated for mileage.

Trustee Harry Roecker introduced a motion to offer the position to Heiser and quickly received a second by Trustee Tom Piwoni. All Trustees voted in favor of the motion, Trustee Kevin Scheunemann who was absent expressed his support by letter.

Heiser, his wife Lisa and their five children are 11-year residents of the Village. Heiser has served on the Village Board for eight years, the past five years as the Village President. Due to his interest in the vacant Village Administrator position Mr. Heiser submitted his resignation as Village President on April 21.

Heiser is also active in the Mid-Moraine Municipal Association, the Kewaskum School District, and many community events in the village of Kewaskum. He is a 1988 graduate of Lake Forest College, Illinois and has completed coursework for a master’s degree at UW-Milwaukee.

Heiser was employed with Froedtert and Community Health since 1988 and most recently promoted to the position of Senior Systems Analyst in 1997.


Andy Pesch Village President stated, “I am confident that Mr. Heiser is the right fit to be the Village Administrator. The Village Board is excited about working with Matt in a full-time capacity.”

Heiser expressed, “I am looking forward to serve the Village in my new role. My family is deeply rooted in this community and I consider this a great opportunity to become even more involved in Kewaskum working as a public servant.”

The Village Administrator position will be vacant when Shambeau departs on Friday, June 6 until Heiser begins on Monday, June 23.
